Correct planning for not consume of historical - cultural heritage and must become commonplace for going to part of sustainability element in Elazig serial Harput.In this study, first aim is how community is include social people and lodgmet turn to city and search how planning arise. In this context; told some examples in the world; and some theory about planning and to be lived turning point of planning in Turkey and to display severally part of the positive and negative in Elazig area.With these goals and objectives, problems, needs to be done, and solutions were taken into consideration if they are understanding the importence of sustainability will have to Elazig city identity and this identitiy will contribute to the physical appearance.
