Abstract (EN)

Today, the influence of information technologies can be seen in every aspect of lives. It is a necessity to benefit from this technology in order to increase the quality of services given by non-profit public institutions and organizations. Public institutions must keep their internal and processes which related to their services in a specific format in writing. As information technologies are involved in business processes much earlier, the records were stored physically in a certain format specified by law. Today, however, many public institutions have integrated their business processes into the electronic environment, and they both create and store their internal and external communications on a web-based within a certain standard. The applications used in this way are called Electronic Record Management System (ERMS). The number of studies on ERMS and related user interactions is very low due to the newly starting to use ERMS's in our country. Changes brought about by a new technological application in an organization cause some positive or negative effects on those who use it. In the literature, technology adoption models have been developed to explain these implications. In this study, the utilization levels and user intentions, experiences and adoption status of the academic and administrative staff of Sakarya University were examined in the basis of the extended technology adoption model. In this respect, it is aimed to measure the adoption level of the personnel' ERMS, in order to fulfill this purpose, the scales established for technology acceptance were examined, by deciding statements that would be appropriate to measure at the institutional level, academic and administrative personnel' adoption and usage levels are measured. Based on the result of the analyses, the most important factor that effects personnel's adoption and usage ERMS is found to be the perceived usefulness construct of the application. No relationship between gender and ERMS usage was found. It has become clear that the perceived usefulness of the staff is the most important factor influencing the adoption and use of ERM based on our data. It is seen that academic staff uses ERMS easily, more experienced and more intentional to use. As long as education level increases, ERMS usage becomes easier. 25-34 age group is more experienced in the use of ERMS and they see the benefit in their work related to ERMS. It's found that job relevance have positive effect on perceived usefulness, experience positive effect on perceived ease of use, perceived usefulness and perceived ease of use have positive effect on intention. In conclusion, personnel's attitudes and thoughts towards ERMS have significant effects on the use of ERMS.
