Electronic commerce growing as a result of the developments in the field of science and technology in the last twenty years; is defined as the exchange of products (goods), services and information and payments in electronic media. Especially considering the developments in information and communication technologies experienced in our age, the sustainability of competition has started a change process by commercial institutions and organizations operating in many fields. While this change process has made it necessary to use computer and internet in business life, it has also played an important role in the development of electronic commerce. Along with electronic commerce, the classical trade understanding and competitive environment have changed and businesses have been forced to keep up with innovations. Firms that internalize electronic commerce by adapting to the environment gain competitive advantage, and firms that fail to respond to environmental conditions becomes unable to continue their activities after a while. A number of technical, social, legal, financial problems and obstacles were encountered in electronic commerce and applications. Work is carried out by international organizations such as the World Trade Organization (WTO), the European Union (EU), the Organization for Economic Cooperation and Development (OECD), and the United Nations (UN) to solve these obstacles and problems. As a country for the ongoing accession process to the European Union, Turkey regulates the laws for the correction of problems and obstacles in line with the EU's Electronic Trade Directives 2000/31 / EC. The first harmonization law in Turkey within this framework is Law on Regulation of Electronic Trade No. 6563. However, this law has not been able to fully compile the regulations regarding the EU's Electronic Commerce Directives 2000/31 / EC in a text and has been limited.
