The combatting corruption strategies of internatioanl organizations with a critical approach

In this study, the strategies of some certain international organizations on combating corruption have been tried to explain with a critical approach. The efforts of international organizations which fight corruption or claim to do so are not sufficient as evidenced by the increase in corruption cases both qualitatively and quantitatively, therefore it is suggested that there has to be a new international organization which will fight against corruption effectively through new mechanisms.In the first part, the history, definition, types, elements, reasons, effects, and results of corruption together with ways of combating with it have been explained. In the second part of the study, activities and efforts of certain international organizations that fight against corruption are examined. This part contains the activities of the following leading international and regional organizations through example cases and real data; United Nations, European Union, Council of Europe, OECD, The World Bank, International Monetary Fund, Transparency International, Organization of American States and the Organization of Islamic Conference. In the last part, claiming that the existing international and regional organizations are unsuccessful in combating corruption, it has been suggested that a new international organization be established in order to fight corruption more effectively, including the foundation, divisions, and working principles of such a new organization.During the preparation period of this study, first I have searched the books, papers, essays, documents, presentations and press articles which are published in Turkey. Because of insufficiency of Turkish references on the subject, especially English and French resources by popular authors have been searched and used. While examining the existing international organizations? activities and efforts, their official web sites are used as needed. Furthermore, I have visited the libraries of different universities in Ankara and the OECD library in Paris. Lots of written sources have been investigated in these libraries. It became impossible to review all sources about corruption because of their high number, so I had to carefully examine and select the main sources which are directly related to my subject.All of these studies showed that the corruption cases of various types started even in the first ages, and it got widespread and became the basic problem of our society today. Corruption, which cannot be defined in a widely and officially accepted manner, shows itself in different types and in various platforms. The fact that corruption is seen in the relations among the nations and also widely in the trade of multinational enterprises made corruption and the issue of fighting with it a truly international case.Primarily, organizations such as United Nations, OECD and Transparency International and others like European Union, The World Bank, Council of Europe and International Monetary Fund tried to establish effective prevention strategies for fighting corruption especially since 1990?s, but it is observed that they have not been successful. Almost all researches show that while partly decrease of corruption in some certain areas of the World and only in certain cases is seen, it is still increasing in the rest of the World both qualitatively and quantitatively. Consequently, the existing organizations are insufficient in this fight and it is a necessity to form a new international organization. The organization which is to be named ?International Organization of Fighting Corruption? will need the support and cooperation of nations and will bring more effective and conclusive mechanisms. Our belief is that if the new organization is established in accordance with the recommended mechanisms, the corruption cases which have reached global dimensions may not diminish but will decrease in number and type.
