Abstract (EN)
Our study has expanded the first researches in this field. This paper is similar to that of Sun (2002) insofar as the analysis is benchmarked to police forces in the countries, it enlarges on previous research by applying a Malmquist index to the analysis of the countries.In this study, the performances of the police forces in 25 EU countries are assessed in 2006. Consistent with managerial goals, this study focuses exclusively on the performance of police o ? cers employed at the police forces. From a technical perspective, we use some important extensions to DEA models in this study. We used output-oriented CCR and BCC models to measure overall, technical, and scale e ? ciencies for the countries. Also, in this study, Malmquist Total Factor Productivitiy (TFP) change were calculated by using DEA methodology with data, collected from 25 countries between the years 2004-2006.The aim of this procedure is to seek out those best practices that will lead to improved performance throughout the police forces.Data Envelopement Analysis is provided by the DEAP 2.1 program designed by Coelli.As a result of the analysis, the performance management systems of the police forces in the EU countries were analyzed; the common and separate features were remarked and also compared with the system in Turkey.The results of this study can be used to show the way for the safety offices for better serve of the community and best use of administrative resources.
