Abstract (EN)

Disadvantage is the situation where obstacles arise or cannot be met in meeting the needs of individuals. In this case, disability is the difficulty in fulfilling the requirements of normal life as a result of congenital or acquired physical, mental, functional, social and sensory abilities. Starting from this general situation, the first part of this study includes the definition of the disabled, the presentation of statistical data and the literature on social exclusion, and the public policies provided to the disabled individuals are mentioned in the second part. In the third part, social inclusion policies are discussed and the social inclusion policies applied for the disabled are explained with examples from Turkey and the world. In this context, minimizing the negative effects of social exclusion through social inclusion policies will enable disabled individuals to be more active in the changing and transforming information society.
