Measurement of human capital as one of the elements of intellectual capital: A research for public organizations

Abstract (EN)

In the first part of this study, the historical periods occurred up to knowledge society, the emergence of the intellectual capital concept during this period and the elements of intellectual capital are examined. In the second part, the management, measurement and reporting of the intellectual capital are discussed. In the third part, a research is conducted in National Productivity Centre and Vocational Qualifications Authority for the purpose of measuring the human capital in public organizations. In National Productivity Centre and Vocational Qualifications Authority, the net financial value of human capital is calculated with ?Value Added Intellectual Coefficient (VAIC)? approach and perception of human capital is measured with ?Model of Reporting of The Value Platform? and by means of the scale of indicators of human capital. In the qualitative measurement the data has been collected from 120 workers in the National Productivity Centre and Vocational Qualifications Authority by survey method. The survey questionnaire consists of 6 questions concerning the demographic information, 21 questions concerning the indicators of the human capital, 3 questions concerning the general status of strength of the human, structural and relational capital and 3 questions concerning the nonfinancial organization performance. As a consequence of the comparison of the results acquired from the National Productivity Centre and Vocational Qualifications Authority by the qualitative and quantitative measurement methods, it has been determined that the two measurement methods are equal to each other. A positive and linear relationship has been found between human capital and nonfinancial organization performance. In public organizations, the increase of human capital will increase the nonfinancial organization performance. It has been determined that there is a significant difference between the perception of the human capital and the nonfinancial organization performance of managers and workers in National Productivity Centre and Vocational Qualifications Authority and the average perception of the human capital and the nonfinancial organization performance of managers is significantly higher than the average perception of the workers. Finally, in National Productivity Centre and Vocational Qualifications Authority, it has been determined that the work performances of the workers who have master and doctoral degree are high, the applicants with a high knowledge level are preferred in recruitments, the workers can access to information on time, the proficiency levels of the workers are high, and the team behaviour and cooperation level among the workers are low.
