Abstract (EN)
With the social, economic, technological developments and the pandemic in recent years, radical changes have occurred in working life. While the reason for the widespread use of flexible working in the private sector in the studies and practices done so far is that it provides significant cost advantages, today the range of use of flexible working has expanded due to reasons that cannot be kept under control due to events such as pandemics and earthquakes, and it has found application in the public sector as well. The basis of its implementation in the public sector is to ensure the continuity of the public service. Flexible working means that work activities are carried out in places far from the workplaces and that they have a say in time management and place determination during the work, and flexibility in working conditions according to the classical working system. In order to meet the needs of the employees, the time and effort spent in order to put forward the desired job in accordance with their duties and responsibilities in the workplace is defined as the performance of the employee. It is possible to explain the employee satisfaction as the positive or negative attitude of the employees towards their work. Employer cost includes all cost items that had to be endured with the transition of enterprises/institutions to the flexible working system. The aim of this study is to determine the effect of the extended (flexible) working system applied in Ankara Central Enforcement Directorates under the Ministry of Justice on employee satisfaction, employee performance and employer costs. Within the scope of the thesis, it is aimed to investigate whether there is a statistically significant effect of flexible working between employee satisfaction, employee performance and employer costs. In line with the purpose of the research, it will be determined whether there is a significant difference in terms of demographic variables in terms of research variables. In this study, the effect of executive office employees' attitudes towards flexible working on employee satisfaction, performance and attitudes towards the cost of institutions was investigated. In the study, the effect of employee satisfaction levels on performance levels was also examined. Finally, it has been investigated whether employee satisfaction has a mediating role in the effect of flexible working on employee performance. For this purpose, 400 employees were interviewed face-to-face and data were collected by questionnaire. The research hypotheses were tested with structural equation model analysis and process macro analysis. As a result of the structural equation model analysis, it has been determined that flexible working affects employee satisfaction, employee performance and employer cost positively. In addition, the significant effect of employee satisfaction on employee performance has been confirmed. As a result of the process macro analysis, it was found that employee satisfaction has a high mediating role in the effect of flexible working on employee performance. The findings show that flexible working and non-working work cause satisfaction in executive employees, and as a result of this satisfaction, an increase in the performance of the employees occurs. Since public costs are an important criterion for the continuation and continuity of the eye, the requirements of the diameter, the effect of a large mass such as natural disasters and pandemics, the limitations of the working areas of the surrounding organisms, the building work model in which the employees can maintain their structures, giving the employee permission, authorization of the employee competence and the employee's It will be a guide in terms of an efficient and productive working life by making a significant contribution to the reduction of productivity.
