So, education and training has become the mostimportant thing then it was before. It is a problematic issue for a lot of countriesto find financil resources for giving a beter education in traditional methodswith an increasing number of students and changing educational needs. Witheach passing day, Distance learning methods which yield giving life longlearning education beside primary education to a lot of people by using ICTeffectively and by the decrease in the cost of educational investmant to anacceptable level in long term, have made everybody felt their existance strongerthan before. In this study web based distance learning which is the mostextensively prefered one in such distance learning methods, has beenundertaken.Development levels of countries on the information and communicationtechnology (ICT) theme has been acepted as one of the most important indicatorfor their progress at present day. Matters like shortage of qualified staffmember, not benefitting from (ICT) sufficiently, deficiency at the number ofmembers of the universities, haven?t been solved at a satisfactory level with theclassical training systems. So distance learning systems oriented studies hadbeen started years ago in a lot of countries primarily in developed ones in theworld in recent years and have been improved a bit further with each passingday.In the scope of this thesis, the topic of designation and realisation of an activeand available portal to a master educatıon is studied. Definition of learning,learning methods and learning environments has been made and their historicaldevelopments have been analysed. The advantages and disadvantages ofdistance education against traditional face-to-face education have beenmentioned handling the applications and platforms of distance education in theworld and in our country. Web based distance learning platform which is themain subject of this thesis had been realised with an open source codedsoftware.
