Financial risk management and financial analysis: Analysis of General Directorate of IETT Administration

The concepts of financial risk and financial risk management today are heavily involved in the agendas of the senior management of the public or private sector. Of course, the primary goal of the public administration is to provide the best quality service under the most favorable conditions. Today, money and risk have to be managed at the same time. In state institutions, too, it is necessary to internalize this phenomenon as it is in the private sector (whether it is in the central budget or on its own budget). Today, the successes of the state institutions are measured together with their efficiency and effectiveness at the same time, as well as how effective the service is to the people. In this context, we must accept that financial risk and management are a whole together with financial performance analysis. The cost is as important as the service done. In this study, financial risk elements to be analyzed will be determined by applying financial analysis techniques to the basic financial statements of the General Directorate of İETT, which are approved by the Istanbul Metropolitan Municipality Assembly and are certified by the Final Account and Auditor Reports and documenting the results of the last three years' suggestions will be made on the management of risks. In the first part, the purpose and the methodology of our study, the definition of financial risk and financial risk management in the conceptual framework, the benefits and elements of financial risk management in the third part, the definition and analysis techniques of the financial statements in the fourth part and the economic size of the General Directorate of İETT Interpretation has been included in the interpretation of interpretation and interpretation of results. In addition, the financial tables of IETT's financial tables were compared using financial analysis techniques and the results of the analyzes were evaluated and interpreted in the same section with the financial tables of İzmir ESHOT, Ankara EGO General Directorates and London Public Transportation Association (TFL).
