Abstract (EN)
In Turkish Public Procurement Law, it is possible to consider non-price elements in the selection of the most advantageous tenders. The method of taking into consideration the non-price elements in the selection of the bids is mostly applied in the procurement of goods and high value engineering or project service procurement. The application principles for such purchases are not clearly defined. The procurement administrations are authorized in this regard. The fact that the principles of implementation are not clearly defined may cause the procurement administrations to refrain from idedtifying non-price elements on forming a method of bid evaluation together with non-price elements. This study aims to help determine non-price element and select the most advantageous bid with takes into consideration these attributes especially for construction works tenders.
