Gabon'da kamu hizmetlerinin iyileştirilmesi

In a global context where the modernisation of public administrations has become a priority, the improvement of public services is a crucial issue for States, and in particular for developing countries such as Gabon. This study examines the changes and challenges associated with the evolution of the Gabonese public service since independence, focusing on the mechanisms of development and renovation of the public administration. The main objective is to analyse historical changes, recent innovations and persistent obstacles to the effectiveness of the public service in Gabon. The methodology used combines a multidisciplinary approach, combining historical documentary analysis, comparative study of administrative reforms and quantitative analysis of the performance of public services. The chapters that structure this research deal with the theoretical foundations of public service improvement, the historical evolution of public management in Gabon since independence, contemporary initiatives for administrative modernisation with a focus on the digital transition, more specifically the digitalisation of public services in Gabon as a means of improving services, and the identification of structural and cyclical factors. The findings underline Gabon's considerable efforts to modernise its administration, but also highlight persistent problems such as corruption, budgetary constraints and the need to strengthen the training of civil servants. This study contributes to a deeper understanding of the dynamics of the transformation of the Gabonese public service, and offers strategic perspectives for its continuous improvement.
