The role of traditional authorities in African politics: The case of Niger

In the African continent, traditional authorities have continued to play significant roles both in the formation of contemporary state structures and in the maintenance of social order, much as they did prior to independence. With their deep historical roots, strong social legitimacy, and influence at the local level, these authorities remain key actors in governance. Since the 1980s and 1990s in particular, the socio-cultural, economic, security, and political roles of traditional leaders in rural areas have drawn increasing scholarly attention. This thesis examines the roles of traditional authorities whose presence dates back to the precolonial era within modern African state systems. Focusing especially on Francophone Africa, where the governance system is built upon hierarchical chieftaincies, the study explores how both the modern centralized state apparatuses and traditional authority structures coexist within the same geographical space. Although this coexistence may sometimes create institutional dichotomies, in practice, these two systems often function complementarily at the local level, contributing to governance and social cohesion. Adopting both a perspective of historical continuity and institutional transformation, the thesis analyzes the influence of traditional authorities on contemporary political processes in Niger - particularly through their support of central governments, their roles in local governance, their contributions to social legitimacy, conflict resolution, and their interaction with democratic institutions. Based on legal texts and relevant literature, the analysis reveals that traditional leadership in Niger is not merely a cultural remnant but also an active political actor. The central argument of the study is that traditional authorities significantly affect political processes by supporting central governments either directly or indirectly and play crucial roles in areas such as local governance, social legitimacy, conflict mediation, cultural continuity, economic development, and the provision of security. In this context, the thesis highlights the multifaceted influence of traditional leaders in Niger and underscores the necessity of hybrid governance models that accommodate both state and customary structures.
