Abstract (EN)
Observed unsufficiency on capital transfers from developed countries (D.C.) to developing countries and underlying causes are findout a worth the search problem in economy literature. During these studies which that started leadership of Lucas (1990) looked for reasons of not to be realising in desirable status on developing ecenomies in mentioned foreign investement's determinative frames of Directly Foreign Capital Investements (DFCI). Lucas (1990) has try to decrerased via emphasize to placed many ways to unsufficiencies's minus sides of that basement rule is marginal return of the capital which that determined capital tranfering directions of neoclassical model. Opposite of neoclassical previnient paradox has been which that unsufficient transfer from developed countries to developing countries named as ''Lucas Paradox'' as its common usage name. In the light of these informations this thesis carry out that aim of investigation of if that valid or not for the elected developing countries in term of 1996 -2014 years of Lucas Paradox. This researches has been done with annually balanced analysis of panel data method and paradox explanations are possible changes real incomes investments into country. Agglomeration effects and externalities, institutional quality, marginal return of the capital, openness in trade, human capital, infrastructure developments wideness of marketing, and as an indicator of macro economical stablity, consumer price index has been used. While determined of foreign capital investement incomes directly shown dependent changes, excluded of them concerned as independent changes. Paradox explanation can be possible changes has been placed in mentioned independed changes. In fact they are marginal return of the capital, human capital and institutional quality. In the emprical study which that executed as accordance to thesis aim at the classification of per capita income of the World Bank (W.B.) (2017) on opposite of neoclassical thesis there is no effects on marginal return of the capital of the developing countries determined that DFCI in scope of gained findings of examined of DFCI transfer's indicators on 37 developing countries and valid or not of the paradox for lower middle incomes, upper middle incomes and high incomes countries. This result is emphasis to other possible indicators of DFCI transfers. Thus deduced that The most important changes which these determined to DFCI transfer to developing countries of paradox explanation other possible changes human capital and institutional quality level. This is an indicator of that is harmonized with Lucas's (1990) oriented to explanation of paradox. Also agglomeration effects and externalities, infrastructure developments and wideness of the marketings are important indicators of mentioned investments of positive and meanly effects on DFCI entrances. In other way it is seen that meanly but negative effects on DFCI entrance to developing countries of clearing on trade. Decided that inflation level which that taken by proxy macro economical stability has no effects on DFCI entrance. As accordance to same aim find a result that at classification of at per capita income based of W.B. (2017), in the emprical analyses of totally 47 developing countries included 10 low income countries valid method for previously analyses, determined term, changes and regression model which that stated in frame of these changes evaluated of results Lucas paradox is obtained on elected mentioned developing countries. In this case these gained results are shown that actual developing countries must behave as put political preventions which these reform qualifications based on economical structure into practise of developing countries for more entrance of the DFCI.
