Abstract (EN)

In the maritime business, which offers an international service, it is expected that there should be certain standards in the personnel who will work both on the ship and in the office. Especially ship personnel differ from those working in the office due to the nature of the environment they work in. For the safe navigation of ships, both the maritime organization and the ship's personnel must fulfill certain requirements, but despite this, the personal competencies of the personnel come to the fore at the time of decision-making. However, even though ships are equipped with technological equipment, the rate of human-caused maritime accidents is quite high and one of the most important causes of maritime accidents is the human factor. Recently, the issue of the human factor in maritime business has been added as a separate evaluation element in the inspections carried out by international organizations, and its importance in maritime transportation is increasing. These and similar situations make it inevitable for maritime businesses to pay more attention to personnel selection processes. Compared to other fields, the maritime industry needs different evaluation processes in the selection of human resources due to the difficulty of working conditions and the responsibilities fulfilled by the personnel. In this regard, in addition to traditional selection criteria, professional competence criteria are also evaluated in the recruitment processes. In this study, it is aimed to investigate the criteria that maritime companies in Turkey pay attention to in personnel selection and the recruitment methods they follow. In this direction, the Delphi technique was used to determine the selection criteria in line with the expert opinions, and then it was examined whether there was a consensus on these criteria. While a consensus was reached on the personnel selection criteria scored by experts in Delphi rounds: reliability, compliance with moral rules, professional skills, communication skills, reference, experience, compatibility with the company, discipline, education, age, openness to criticism, knowledge of a foreign language, taking initiative, and not using alcohol. It was observed that there was no consensus on the criterion of ability to cope with difficulties. Among the professional competence and requirement criteria, consensus was reached on ship operation knowledge, professional English, company representation competence, school graduated, teamwork, mastery of the subject, completeness of certificates and documents, test and interview results, situational awareness, leadership, stress management, decision-making, ISM. - Quality implementation criteria and it was observed that there was no consensus on the criterion of emergency management and mastery of new systems and regulations
