Active employment policies for youth: A comparison of Turkey and Germany

Unemployment is an economic problem for all countries. Youth unemployment, which we can refer to as the subheading of unemployment, is another economic problem that needs to be solved. Employment policies are implemented by countries in the solution of both unemployment and youth unemployment. Passive employment is applied to combat the negative consequences of unemployment and active employment policies are implemented to prevent the occurrence of unemployment. The active employment policies practices subject to our thesis include vocational training, on-the-job training, internship, entrepreneurship trainings, consultancy activities. The importance of these applications is that they are applications that help to save individuals from situations such as lack of knowledge, lack of qualifications, financial difficulties that can lead to their unemployment. Turkey and Germany's active employment policies for young people were examined comparatively and the productivity of the two countries in these practices was examined through statistical data and actively implemented policies. Through the literature review and data collected using official sources, the reasons why Germany is in a better position in unemployment and youth unemployment rates than both Turkey and other EU member states were tried to be shown and as a result, the efficiency of the applications in Turkey was discussed. In particular, Germany's success in vocational education is the main determinant of the difference between it and Turkey. Despite Germany having the advantage of being a member of the EU in terms of programme diversity, Turkey's policies specific to young people in recent years support the positive development of active policies for young people. Despite the close population of both countries, the fact that Turkey is numerically high in terms of young population emerges as a situation that should not be ignored.
