The examination of the visual art techniques training provided by the administration of youth and sport

This research tries to examine the visual art techniques training provided by Youth Centers in Provincial Sport and Youth Administration in Trabzon. In order to do this, three centers, which are a part of Trabzon?s Sport and Youth Administration and which provide visual art techniques training programs in nine youth centers, are examined as different cases.The descriptive research demonstrate that only three Sport and Youth Centers in Trabzon province provide visual art techniques programs. Therefore, these centers are included in the research. In order to gather relevant data, which are essential to answer the research questions, the researcher created interview and observation forms (questioners), which are valid and confidential. The forms consist of 23 questions targeting the students, 21 questions targeting the trainers, and 25 questions targeting the administrators. These questioners are prepared in a way that ensures the accurate description of the situation in the centers. The profiles of students, trainers, and administrators, and the physical conditions of the centers (such as the availability of the tools for training) are accurately described. The features of the programs, how they are implemented, and the way they are evaluated are examined. Three administrators, six trainers, and six students were interviewed from various Youth Centers in Trabzon. Furthermore, class observation forms, which were divided into 10 different categories and with 31 sections in each category, are prepared. The researcher conducted a total ten hours of observation in these classes in youth centers.In order to analyze the data, descriptive and content analysis techniques are utilized. By using the instructional interview forms as the necessary base the non-instructional forms were formed and information was gathered accordingly.The research shows that the centers are not equipped with necessary training materials and tools that would help reaching the goals of these centers which were originally designed for this purpose. It has also seen that students prefer visual art techniques training program in order to decide for a future occupation, and improve their skills. In this sense, there is variability within the expectations of the students from different age groups. Therefore, including students from different age groups in the same classrooms reduces the programs efficiency and effectiveness. It was also seen that the training programs that were provided in youth centers supported the public school curriculum. The content of the courses in these programs are decided by the students. It is seen that the factors, such as that the visual art programs do not have their own separate budgets and the funding provided to the centers are mostly spent on sport programs, which impacts the art programs negatively. Thus, these programs have difficulties in reaching their goals.As a result, the research argues that these programs are good resources for the students to spend their free times. These programs also support the regular school education and contribute to the social and physical development of the students. For all these reasons, the research suggests that these programs should be given more attention.
