Cuff and acts of cuff

The widest and the oldest duty of the state is to provide and preserve the public order. This duty is enforced by means of cuff. Cuff is the activities to preserve and provide the public order; the organization which operates these activities and personel of the organization.It is responsibility of the Minister of Interior in Turkey to provide and protect public order. Minister of Interior does this duty with the help Turkish National Police and the General Command of Gendarmerie and if it is necessary, with the help of other cuff institutions, even with the help of Turkish Armed Forces with the condition of a decision of the Council of Ministers.Cuff is divided to administrative and judicial cuff. Protection of the public order by getting mesures before crimes are ommittedand to provide it if it has been damaged are the resoonsibilities of administrative cuff. The responsibility to investigate crimes, to find criminals and to find out all the evidence and to submit them to judicial posts belongs to judicial cuff.Administrative cuff is divided into parts as general and special administrative cuffs. General administrative cuff is responsible to protect public order; security, public morals, public health, peace and quietude and to provide them if they are damaged. Special administrative cuff is established with assigned with duties by special laws. In Turkey, police and gendarmerie does the duties of general administrative cuff, where municipal cuff, village guards, game wardens, forest cuff etc. does the duties of special administrative cuff.Cuff funtions are done by cuff posts and cuff personnel. Cuff posts are competent to make general or individual operations fort he protection of public order, where the cuff personnel are the officials who enforce these operations. In order words, cuff personnel are the officials who are not cuff posts.Like other situations, parliament, generally puts the general principles, leaving details to administration. So, the duty to determinate the details of behaviours against the public order and public safety, generally belongs to administration, in other words the cuff postswhich determinate them by general operations.
