Abstract (EN)

Disability is the state of people lacking some abilities. People who lack these skills are called disabled individuals. People with disabilities have had many problems from past to present. With today's technology, some of these problems have been solved. Disabled individuals are still waiting for the solution of many problems. It is the most natural rights of people with disabilities to wander out and go around. Problems such as worsening of environmental conditions and traffic prevent disabled people from walking on the streets. One of the biggest problems of individuals with disabilities walking alone in the streets is their loss. People with disabilities can be encountered in the streets, such as being abducted and lost. In such cases, families and people with disabilities are worried. In these situations, people are experiencing difficulties about what they can do. Thanks to the developing technology, it makes it possible to follow the people instantly over the internet. Thanks to the GPS sensor, which is used by many people, it is possible to follow up instantaneously. Thanks to the application to be written to smart phones, people with disabilities can be followed up instantly. People can be followed instantly, but people can not know when they have problems. Families should be notified as soon as they have problems. People with disabilities need to easily notify their families when they face such a problem. This can be done by adding a message to the program that will be written to the smart phones and informing the family about the problems. This application is not only for people with disabilities; it can also be used for Alzheimer, children, elderly people.
