Comparison of Turkish education system with EU countries using multi criteira decision making methods

Decision making mechanism can often be complicated in today's conditions. Because there are multiple criteria in the decision-making process. Therefore, it is rational to obtain results by basing on logical and mathematical modeling for decision making. Thus, evaluable results can be obtained within the framework of logic by using Multi Criteria Decision Making methods in researches. In this study, in order to compare performance of the education system of Turkey and the EU member states; Gray Relational Analysis method based on Gray System Theory, which is one of the Multi Criteria Decision Making methods, was used. Education system performance is determined by measuring inputs and outputs. For this reason, 4 input criteria and 8 output criteria were determined. In addition, with the latest data published on these criteria, new estimation data was created with the Gray Prediction Method. In order to make comparisons for the 2023 Education Vision targets announced by Ministry of National Education in 2019, the forecast data were produced until 2023. In order to make it easy to calculate the results related to the exams like PISA tests which held every three years, data set were converted into annual data by interpolation with using SPSS program and the analysis was continued as such. These criteria are weighted separately by Entropy Method using both existing data and forecast data. The ranking of the education system performances based on the available data and the forecast data was made with the education inputs-outputs and the Gray Relational Analysis method in general. Turkey's education system according to estimates for 2023; In terms of inputs, it is predicted that it will move 1 step back and in terms of outputs 4 step ahead from its current place. In addition, considering general analysis of education performance, it is predicted that Turkey will pass 3 steps forward.
