Abstract (EN)
Serious economical crises have been experienced for different time periods in Turkey parallel to the high inflation rates, public deficits, and the increase in the amounts of internal and external debts encountered in the last 20-25 years in the country?s economy; and various stabilizing action programs have been put into measure to overcome these crises. These programs, generally, aim to lower the inflation rates, either short-termed or medium-termed, and to transform the stable condition from an undesired and inconsistent condition to another condition by influencing macro economic dynamics. Concurrent and coordinated implementation of certain structural reforms, as well as treasury and finance politics, had been brought on for the abovementioned purpose. Thereby, the objectives become the lowering of the inflation, ensuring a consistent growth, creating substantial public finance balance, and having a structure, which can compete within the globalized world relationships, in the economy by forming internal and external economic balances in the economy. Some of the actions that were put into measure for the implementation were independently accepted and realized by the Turkish Governments while many others were formed and implemented according to the agreements with international associations such as International Monetary Fund (IMF) and World Bank (WB) and within the control of these international associations. This study has been aimed to analyseIMF-Supported programs especially Transition Program Towards A Strong Economics put in practice in Turkey from the how to influence public debt stock. As consequences of these, it has also been investigated changes in publict debt stock.
