The effects of customs control practices on smuggling

Customs control practices are an important issue to be emphasized both in the world and in our country in order to be successful in the fight against customs smuggling. The time and procedure costs generated by customs control procedures in international trade are considered as a customs limit. Customs control practices in this respect; it has started to be used as an indicator in international indices, econometric analyzes and field researches. It is seen that the researches in domestic and foreign literature were conducted on "time and cost burdens of customs control procedures on import and export volume", "efficiency of customs clearance" and "factors affecting customs clearance times". In this respect, unlike the literature; in our research, the relationship between customs control practices and customs smuggling was emphasized. In this context, the most affected by the process in the implementation of customs control; demographic characteristics of Customs Brokers and their employees such as age, gender, education level, working time in the profession as well as the complexity of customs procedures, customs control periods, level of knowledge about customs legislation, "E-inspection", "Single Window System" and "paperless customs procedures" new and technological applications such as "X-ray"; and to determine whether it is effective on customs smuggling and how effective it is. For this purpose, Customs Brokers and their employees were surveyed and the relationship between customs control practices and customs smuggling was analyzed with various tests in "SPSS for Windows" (22.0) program. According to the results of the analysis, it was observed that the participants did not establish a relationship between customs control practices and customs smuggling. However, the participants; improving customs control times, new and technological control practices and to be masters of customs legislation who doing business/procedures in customs is determined that they will be effective in the fight against smuggling.
