Reconstruction of the Afghanistan Police Organization under the security sector reform

The main purpose of this study is to examine the policies followed in the reconstruction process of the Afghanistan National Police (ANP) within the scope of State Building and Security Sector Reform. This analysis takes a critical look at the failure of the construction process. Afghanistan is a strategically important state in Central Asia. Therefore, it is at an important point in terms of location. Due to its location, it has been exposed to the interventions and occupations of the sovereign powers until today. As a result of these occupations and interventions, the state structure was damaged, and a stable state existence did not occur. After the Taliban took responsibility for the September 11 attacks in 2001, the intervention of the US and coalition forces dealt a blow to the Taliban Regime. After the Taliban, various meetings were held with the contributions of many states, including the USA as the main actor, for the reconstruction of the state. With the decisions taken as a result of these meetings, many countries have made a commitment to support the construction of the state. First, a transitional government was established, and the President was elected. Subsequently, parliamentary elections were held, and democratic rights and freedoms began to be discussed. Along with all these developments, the process of rebuilding the state with all its institutions and organizations has been started. In order to eliminate all other deficiencies, it is essential that the turmoil in the country comes to an end. For this purpose, strengthening the security sector through reform studies is primarily seen as a target. In this process, security, health, education, and administrative and political structures were also initiated. In this study, the reconstruction process of the Afghan state and the reasons for the failure of the Afghan Police Organization in this process are examined.
