In the Ottoman Empire, the books in which the financial provisions are collected are called the ahkam book. Ahkam is the plural of decree and means decrees. The Ahkam registers contain the provisions of the divan on behalf of the sultan. The provisions in the Maliye Ahkam Registers, which came out of the Revenue Office, provide important information about Ottoman finance. Notebook numbered MAD 2931, which we are working on. It was held in 1684, just after the Siege of Vienna. This date coincides with the beginning of the Holy Alliance Wars. The atmosphere of the period was clearly reflected in the financial records; There are provisions on very different issues such as expedition organization, ammunition, mukataa, trade, disputes. Our work consists of three parts. The first part is the period in which the book is kept, IV. It is in the form of an evaluation of the Mehmed period. The second part is the transcription of the provisions. The third section is the section in which 515 provisions determined are evaluated by subject distribution.
