Abstract (EN)

The High Council of Judges and Prosecutors (HSYK) is an institution which attracted critisim and caused debate since its inception. The critisims are especially focused on the structure and the working style of this institution. With the 2010 constitutional amendment the High Council of Judges and Prosecutors is restructured. However, this amendment does not seem to setle the dispute. In this study, the structure of the high councils for the judiciary in the European Union and in Turkey are examined in a comparative way.
