Determing the applicability of hospital disaster and emergency plan with education and exercises: The case of Antalya province

Abstract (EN)

Health services, which create great hardship even the slightest disruptions in daily life, are needed more during Emergency and Disaster periods. Hospitals have to meet the increasing demand and need during these periods without interrupting their routine work. ( Ministry of Health, 2016: 18). The official regulation of the Hospital Disaster and Emergency Plan (HAP) was issued on 20 March 2015.Hospital Disaster and Emergency Plan (HDEP) aims to make hospitals safe and to prepare the first 72 hours without interrupting the service and outside help as well as disaster preparedness, disaster response, disaster recovery. The aim of this study is to determine the HDEP preparation levels of the hospitals in Antalya, to determine health personel knowledge levels and to raise awareness. Public, Private and University hospital's exercises and trainings within the scope of the disaster plan were examined and conducted survey to 222 personnel who received HDEP Practitioner Training in Antalya city. In addition to demographic questions, a 25-question test measuring HDEP knowledge levels and a 34-question (5-likert) questionnaire including training, preparation and drill were conducted. The data were analyzed with spss 16 data program. As a result of the study, although all of the personnel who participated in the study had received Hospital Disaster and Emergency Plan training, 6 people stated that they did not receive the training. While 95.5% of the participants thought that HDEP training was necessary, 91.5% of the participants stated that more training should be given about HDEP. Among the 65 people who participated in the training, were not members of the HDEP preparation committee and 24 people did not have any duties in the HDEP. Average of basic knowledge level is 77% , the rate of those who do not find the safety of hospitals adequate is also 51.3% , the rate of the participants in the desk based drill is 94.1%, the rate of the participants field exercise drill is 81.5%. The rate of those who stated that national medical rescue team was established in hospitals is 62.2%. In the light of these data, training and exercises should be done regularly and disaster awareness of hospital personnels should be increased.
