Evaluation of performance management system in hospitals: The case of university hospital

In today's business approach, always satisfying people, behaving them selectively and also, serving in good quality, fast and almost unmistakably are very dominant concepts. Moreover, the idea of achieving maximum output with minimum input in the period of competition is so ruthless that leads all enterprises to performance measurement techniques and continuous improvement steps. In particular, the performance measurements to be performed on the basis of health enterprises that have complexity in input factors will ensure that the service axis to be given is thoroughly human oriented. Measurements to be made will lead to improvements and competition between enterprises will remain hot. In this study, it is aimed to measure the effectiveness level of the hospital, which is one of the most important health institutions, and to determine what improvements should be made. For this purpose, the internal units of Dokuz Eylül University Hospital, which is an exemplary hospital, have been determined for performance measurement. CCR (Charnes-Cooper-Rhodes), one of the models of Data Envelopment Analysis, was used to be determined the activity levels of the determined units. The data set of input (number and type of staff) and output (number of clinics, inpatients and income) variables to be determined for the modeling were obtained from the hospital. EMS 1.3 open source software and SPSS were used for analysis. The most general explanation of the interpretation of results will also become that clinics with less than 100% are ineffective.
