Keywords: Fuzzy data development analysis, balanced scorecard, hospital efficiency In nowadays conditionals business have a lot of strategic work units. For these strategic units production, marketing, financial functions are getting more complicated. The financial standards used for showing the value and performance of business in the past has come up short after changing and developing customers, intellectual capital, brand value, human resources. For these reasons, business has required multidimensional performance evaluating technics. Balanced scorecard method measures customer satisfaction, customer oriented, developing and idealise the functions for customer's and shareholder's expectations for prudential, bases on nonfinancial values as human, system, method used in business to resilience changings and financial values as well. In this study, we used data envelopment analysis (DEA) which uses multiple input to provide multiple output and aims to measure relative efficiency even the inputs and outputs have different measuring units with one of business performance management methods balanced scorecard to examined 22 special and public hospitals' business performance management. We used input oriented DEA model to examine the efficiency scores of hospitals. When all of hospitals is performed efficiency, we determined the method is insufficient. So that, we used one of the FDEA model Kao-Liu, and to range the efficiency scores we used Chen-Klein method. In this study balanced scorecard is used as a guide for managers. When we are determined the results of FDEA model, innovation and learning perspective is evaluated partly efficient; but, internal business, customer and financial perspectives are not used efficient. The hospital should improve first internal business perspective, than the customer perspective should be improved. When this perspectives are improved, the financial perspective will be improved as well
