Especially in recent years as a result of the increase in the demand for civil airline sector there has been an increase in air traffic and air traffic control service has remained in a narrow context. Congestion problems have became increasingly acute in many European and American airports and air sectors. For this reason, the creation of air traffic management is needed. To protect air traffic control from overload a planning activity called air traffic flow management has suggested.ATFM is the regulation of air traffic in order to avoid exceeding airport or flight sector capacity in handling traffic, and to ensure that available capacity is used efficiently. The aim of Air Traffic Flow Management (ATFM) is to enhance the capacity of the airspace while satisfying Air Traffic Control constraints and airlines requests to optimize their operating costs.In this study air traffic flow management and its applications of Esenboğa Airport has been observed. For this purpose, civil aviation system is introduced and declared a sub-system air traffic system? s position is determined in these systems. And then, air traffic management concept and its functions are explained. Finally, the models used in air traffic flow management and the application of the new model which was generated by developing the Single Airport Ground Holding Problem for Esenboğa Airport were discussed.
