Abstract (EN)
Since aviation is one of the few high-risk industries in the world, a safe working environment is of great importance for both flight operations and aircraft maintenance services. In order to create a safe environment and have an organizational safety culture, it is important that aviation employees are aware of unsafe conditions, hazards and potential risks. One of the basic components of awareness is information. One of the most important tools for managers to access information is the behavior of aviation employees to voluntarily report this information and unsafe situations to their managers. In aviation safety, reporting is important in terms of data collection, analysis and sharing among employees to evaluate incidents, accidents, potential risks and hazards. Otherwise, voluntary silent behavior will lead to unseen and unpredictable accidents. The purpose of this study is to reveal the reasons for non-reporting behavior of aviation employees by using secondary data sources and to propose a model to improve voluntary reporting behavior that will contribute to the creation of an effective flight and ground safety culture. In this study, a model indicating the importance of voluntary reporting in aviation was put forward with the help of document analysis using secondary data sources. In this context, in order to create an effective flight and ground safety culture, risk management, opportunity management, information and safety superiority in aviation organizations to create an effective flight and ground safety culture, safety leadership in aviation organizations to increase voluntary reporting behavior, limited privileges for managers to reduce the fear of punishment for employees to report accidents, incidents and near misses.
