Animal Saving Rules and research on public politics followed to its applications

Misdemeanor Law numbered 5326 and dated 30.03.2005 has been subjected to many criticism due to some law and orders included by it since its publisihing. The first criticised law of the Misdemeanor Law named Animal Care Law numbered 5199 is the most criticised law of all. Especially in the last three decades, both items criticised in Misdemeandor Law and politics followed by local public managements require great changings, and must be continuously updated. In this research, Animal Care Law numbered 5199 and politics followed to application of the law are analysised. During the research, there has not been any academical research or publication, and this shows a great lack in this field. For this reason, reearch is designed in field research and source planning rather than descriptive sampling model. Results of the research showed that Animal Care Law numbered 5199 includes rules causing misuses for both application and punishment rules. In addition to this, results of the research also showed that although it seems different from TCK, this new rule has no difference for both ruling and punishing issues.Key Words: Animal Care Rule; Sanctuaries; Misdemeanor Law; Public Policies
