Abstract (EN)
In the world today a country? s gaining its economic development andits maintenance depends on the effective usage of the whole resourses of thatcountry. The biggest obstacle in the completion of our country? s economicdevelopment is the ineffective and inefficient usage of the country resources. One of the resources Turkey can utilize in economic development is the publicreal estate which comprises approximately %54 of the country? s area.Following the financial crisis that Turkey experienced in 1994,liquidation of public real estate and using that income to relieve the debtburden of the budget was put on the country? s agenda and that idea wasreitrated in every crisis. Whan that idea was put forward by the economic staffof the country, it was regarded by some sectors as very important for thecountry? s development and being saved from the debt burden. Also, thepublic real estate, however, did not exceed %1 in the budget income, thedesired results were not reached. Is the effect of the public real estate, however, to the country? sdevelopment, which makes up about %54 of the country? s total area and isthe subject of many economic procedures, just limited to the income that isobtained from the sale of public real estate? As a result of the such procedures as sale, leasing, appropriation, easement, transfer, barter, tens of thousands of people were employed, billions of YTL was invested, and production increased in the following yearsand the income from the tourism increased, inequality between regions and inthe income distribution were decreased, low and medium scale industrialists, that were the locomotive of the lasting development, were supported, theagricultureal sector progressed, wood production increased, and manyeconomic factors like that were positively effected, and most importantlyi it isstill underway and will be so in the future. For instance, in some provinces tax and social security premiums wereheld lower, energy support was given and entrepreneurs were allocated landgratis. In accordance with the law 5084, in 2005 only 163 pieces of real estatewhich comprises 3.1 million m² were allocated grtis and it was aimed to makean investment of 481.5 million YTL, which would employ 6088 people. And inthe latest 3 years 765 pieces of real estate were transferred gratis to 235entrepreneurs leading to 727.3 million YTL investment and employment of15.342 people. As we can see, the positive effects of such investments to the economybear fruit not in the short run but in the lon run due to its specific features. Thebest example is the Treasury? s public estate? s contribution to the tourismsector in the long run. The 473 touristic institutions which were founded on thepublic real estate have undoubtedly made great contributions to thedevelopment of the Turkish tourism. This support policy has given an impetusto the investments in the tourism sector. As long as the problems about the public real estate are solvedefficicently, sal efor the purpose of liqidationi is quit, investment, employment, production, development of policy to solve the income distribution and theproblems of tourism and notification of all of that to domestic and foreigninvestors, and an efficient administration is formed, the public real estate willplay a more effective role giving the Turkish economy a fresh impetus.
