Management methods of real estate belonging to the public purse and an evaluation on the province of Tokat

The state consists of three main elements: the human element, the sovereignty element and the territorial element. The territorial element, which is one of the elements that make up the state, refers to the piece of land on which sovereignty has been established and which constitutes a geographical integrity. Land systems, which have been applied from the past to the present, have been used for various purposes such as contributing to the country's economy and training soldiers for the country, as well as the expansion policy. In the first part of our study, the theoretical framework of the real estate belonging to the public purse was defined after the administration of the land plots belonging to the State from the past to the present were examined. After compiling the theoretical data, the methods by which the real estate belonging to the public purse were managed in general were examined in detail. The fact that land plots are used to create social, political and economic policies today makes real estate belonging to the public purse an important element for creating these policies. In this respect, it is important to understand the management styles of real estate belonging to the public purse. After explaining the management methods of the real estate owned by the public purse in detail, the data of the Tokat National Real Estate Directorate, which is the local dimension of our study, has been examined. It has been seen which management methods are used extensively in the Tokat National Real Estate Directorate by revealing the methods by which the real estate belonging to the public purse in Tokat Province are managed with statistical data. As a result, in line with the statistical data obtained, it is important for an effective management of the real estate owned by the public purse to discuss and reveal the malfunctions experienced in the management of real estate belonging to the public purse in the province of Tokat. With this study, it is aimed to eliminate the deficiencies in the practices of the National Real Estate Directorates serving in the provinces and National Real Estate Chiefs and the National Real Estate General Directorate, which manages the real estates owned by the public purse throughout the country, and to contribute to the socio-economic development of the country.
