Özet (EN)

The police shaped by the concepts of autonomia, autarkia and polites and emerged at 8 century BC. on the Aegean coast corresponds to the definition of the urban state. After the colonization process which began in the middle of 8 century B.C., the new poleis were established in Pamphylia Region which was previously occupied.In the Hellenistic period the cities usually continued its existence as depended on a monarchy. Nevertheless the cities preserved most basic administrative institutions of the city that were boule and demos and continued to govern themselves through these councils. Besides these councils, a large number of civil servants served in cities at all areas of public life such as cleaning and ordering of city, supervision of urban market, sufficient food stocks, public entertainment, children's and young people's education, the collection of taxes, the organization of religious activities.Although the cities came into under the control of the Rome in different ways when it became the sovereign power , they continued to manage themselves in accordance with the decisions that were taken by boule and demos and by the aid of the officials that were elected annually. Except for minor adjustments, Rome inherited a fairly well-functioning system from cities that had already a very deep-rooted city culture and developed organizational structure . This situation helped to continue the Hellenistic institutions in Roman period as well.In the Hellenistic period , some changes in social life caused the increase of needs. As a result, cities needed more donations of the rich citizens to meet the growing require ,and leitourgia increased. As a result of the policy of Rome , giving the management into the hands of wealthy cities of Rome, this situation gradually take on a legal structure and the summa honoraria application starts to gain a civil service. This situation results in separation of the urban population in two ,the ones who took the civil service (ß????????) and the ones who didn?t take the civil service (???????).
