Abstract (EN)

To modernize the defense systems of the countries in the 21st century and to be ready for the needs of the 22nd century, this study deals with how an organizational structure can provide effective benefits against hybrid threats. First, electronic warfare, intelligence, hybrid threats and their current examples are explained. By expressing the capacity of our country in these areas, the structuring models in the developed countries were examined and the details of how the current national security structuring for Turkey could be modernized were shared. Software, artificial intelligence, hardware, biomechanics, quantum computing, etc. Hybrid warfare methods, which need a wide interdisciplinary field of study, now force the concepts of electronic warfare and cyber warfare to merge. Today, since attack systems targeting the human mind instead of the human body have gained a wider place in the field, the precautions that can be taken specific to this field have been evaluated. Social engineering, signal intelligence, unmanned aerial vehicles, biomechanical elements, high performance computing systems, data analysis and special hardware, which are widely used in intelligence wars, are explained through technical examples. As a result of the study, technologies that can be used by countries in the present and in the near future in order to modernize their national security systems are presented. By evaluating the technical examples, it is explained how they can be beneficial.
