The life of Husein Khilmi Pasha as a statesman (1855-1923)

Hüseyin Hilmi Pasha was born in Midilli. In 1874 when he was nineteen, by joining Midilli Sancağı Tahrirat Kalemi he started his government service. As his first important government duty he was promoted to Aydın Vilayeti Mektupçuluğu (1883-1885). So for the first time he had left Midilli. After his duties in some cities (sancak, sanjak) like Maan (Kerek) Sancağı as district governer (mutasarrıf) he has served as governer (vali) of Adana for a short while. Shortly after, he became the governer (vali) of Yemen and performed successfully, during this duty in 1899 he was promoted to vizier (Pasha) grade. Hilmi Pasha was promoted to Inspectorate General of Rumeli (Rumeli Genel Müfettişliği) (1902-1908) after Yemen Governorship. After redecleration of Meşrutiyet he was appointed to Ministry of İnterior (Dahiliye Nazırlığı) in Kamil Pasha Cabinet (30 November 1908- 12 February 1909). Before and after 31 March Event for short periods of time (first two months, second about eight months) he was Grand Vizier (sadrazam). He was situated in Ministry of Justice (Adliye Nazırlığı) in Gazi Ahmet Muhtar Pasha Cabinet for about a month (July-August 1912). He was an important statesman who had taken over important duties such as Viyana Embassy (Viyana Sefirliği) (October 1912 - October 1918), Chairman of Finance Commission (Maliye Komisyonu Reisliği), Âyan Üyeliği. This thesis aims to examine the life and all government duties of Hüseyin Hilmi Pasha. Hüseyin Hilmi Pasha was statesman who was situated in various government duties in both II. Abdülhamit and II. Meşrutiyet period. Because he was not strictly connected to any of the two opposite state understandings he performed many and distinct government duties. Because the life and the statesmanship of a statesman who rised up to Grand Vizier are assumed worth examining, a study in this topic is considered contributing to history science. Also because Hüseyin Hilmi Pasha arised to highest offices in II. Meşrutiyet period, the thesis includes Jön Türkler generally and Committee of Union and Progress (İttihat ve Terakki Cemiyeti) specifically. In this regard, the relations between Hüseyin Hilmi Pasha and Jön Türkler, Committee of Union and Progress was included in the thesis.
