The study consists of three chapters, of which the first contains primarily the information on Umar?s life before and after Islam and especially on his activities and actions during the era of his caliphate. The second chapter includes Umar?s decisive role in the writing of Qur?an and his narrations on certain matters of Sciences of Qur?an. In the light of the narrations in this chapter, Umar?s narrations on Sciences of Qur?an are found to focus, to a large extent, on reading and the reason of revelation. The third chapter presents certain narrations of Umar known as ?Umar?s Approvals/Consents? and indicating that developing empathy with divine revelation is an opportunity for human. Subsequently, certain other narrations are given on his opinion and comments for the application of the rules of Qur?an in different times and condition or different application than rules given in the verses of Qur?an. From these narrations, it is concluded that Umar did not annul/rescind any rule in the verses of Qur?an, but only temporarily suspended. From the narrations given within the three chapters, it is concluded that Umar gives priority to factual situation to correctly understand and live the Qur?an.Keywords: Caliph Umar, Exegesis, Commentary, Jurisprudence, Narration, Approval/Consent, Rajm Verse.
