Abstract (EN)

The problem of Darfur, the neglect and lagging of the region under the British colonial rule, the neglect and indifference of the region in the central governments after independence, the competition of different ethnic groups in controlling and sharing the region's scarce natural resources, and the economic breakdown arising from the problem of sharing of scarce resources. It is an armed internal conflict that has become a problem of international law. This problem began in the 1980s with economic disagreements over the sharing of resources among different tribes in the western part of Sudan. With the emergence of famine and drought in the region, these small-scale disagreements between tribes turned into more conflicts over time. In 2003, the rebellion in Darfur began as a result of neglect and indifference of the central government, mismanagement, economic problems, ethnic and political strife. Hunger, sickness and misery have reached serious proportions as a result of these rebels initiated by the tribes in their government. In this turmoil, the number of civilians who lost their lives in clashes has exceeded hundreds of thousands. There was a need for international intervention to stop the humanitarian crisis in the region. Organizations such as the United Nations and the International Criminal Court were involved in this process. Unlawful actions such as attacks, looting and destruction, unlawful arrest, torture, unhealthy and humiliating treatment, deliberate and voluntary killing of civilians and massacres in the region were effective in the involvement of international organizations in the process. Thus, this problem, which started at the local level, turned into a problem of international law with the introduction of global powers. This study was prepared to understand how the conflict started in the recent Darfur province of Sudan, which has a low impact, and to analyze how this problem which started locally has turned into a problem of international law.
