Failed states after the cold war with the dimensions of internal and external sovereignty

Along With the new threats facing international peace and security after the Cold War, state failure has become a problem in African and Middle Eastern states. The efforts of states, which experience fragility especially in internal and external sovereignties, to keep pace with the global system have been insufficient. For this reason, the concept of "failed states", which focuses on the structural and functional deficiencies of the state, which is the basis of social and political organization, has placed it among the priority issues of the international community. The understanding of sovereignty in states that cannot digest the positive or negative innovations brought by globalization in their sovereignty is not compatible with today's conditions. Therefore, this situation increases the failure in fragile state structures. To address these states, which are used in the literature with many expressions under the roof of "failed states", especially in the context of internal and external sovereignty; analytical separations are important in terms of presenting the source of the problems in a clearer framework and eliminating the complexity in state failure. Therefore, the purpose of our study is to question and analyze the increasing discourse of failed states in the context of sovereignty, despite the increasing claims of Westphalian state sovereignty. However, it is to emphasize the reasons for the emergence of the concept by making social, legal and political inquiries. In this context, within the context of the case study, the 15 most vulnerable states specified in the Fragile State Index were examined. Although state failures have different dimensions and stages in the field of governance, it has been found that they basically unite in a common point regarding the lack of sovereign-authority. While it has been revealed that states that have serious legitimacy and loss of sovereignty with the effect of globalization on sovereignty have difficulty in fulfilling their functions, it has been concluded that sovereignty should still be used for the security and order of the system without being abused against national and global threats.
