Abstract (EN)

Children have suffered age-based discrimination from the very beginning of human history. Discrimination against children has occured for centuries and protection of children has been regarded merely as a family affair. However, with the transformation of the state concept, the child protection now falls under the responsibility of the state. The state undoubtedly performs child protection duties through its administration. As a consequence, it is crucial to examine child protection throughly from the administrative law perspective. The thesis consists of two parts. In the first part, it aims to discuss the concept of child protection from the administrative law perspective, national and international legal sources regarding child protection and the historical evolution of the administrative child protection process. In the second part, it seeks to address the following specific to child protection; the principles that should be the basis for administrative activities, the administrative services and their legal nature, the administrative bodies and their task areas, the administrative procedures and the responsibility of the administration to ensure child protection.
