Abstract (EN)
In this study, in terms of establishing the right to health on the basis of the Constitution, the administration's operations, duties and powers in terms of both process and financial issues regarding the procurement of drugs that can be considered as a part of the health services, both directly and indirectly, as the state is responsible and authorized and how and under which conditions he can evaluate them.
