The administration manifests its will through administrative procedures. One of these procedures involves administrative sanctions. Within the Turkish Armed Forces, there are military students undergoing education and training to become officers or non-commissioned officers. In the event of military students failing to comply with the rules set by the Turkish Armed Forces, disciplinary issues arise. When military students engage in actions leading to disciplinary problems, administrative sanctions are imposed as disciplinary penalties. Military students can initiate annulment cases in administrative courts, claiming that the disciplinary penalties they received are unlawful. Administrative courts have the authority to scrutinize disciplinary penalties imposed on military students in terms of the elements of administrative procedures, such as authority, form, cause, subject, and purpose. If any of these elements are found to be unlawful, the disciplinary penalty can be annulled. The limits of the authorities empowered to impose these penalties on military students, the manner in which they are imposed, the justifications they are based on, the subjects on which they are imposed, and their objectives constitute the subject matter of this thesis.
