The Investigation of Civil Servants with regards to Principles of Administrative Procedures, Master?s Thesis, Ankara, 2008.In this study, the discipline investigation procedure, which is conducted for discipline crimes committed by civil servants when they are on duty, and basic guiding principles for this investigation procedure is examined. Within this framework, civil servants, administrative procedure principles, and discipline investigation process are the fundamental corner stones of this study.Turkey doesn?t have an administrative procedure law. Therefore, administrative procedure rules and principles that bound the administration in administrative procedures, discipline processes in particular, are generally constituted by holding of the courts. We come across some of the administrative procedure principles as the basic principles of law, and some are taking place as recommendations in European Council Committee of Ministers? Decisions. The subject has been analyzed in this perspective.The first chapter covers administrative procedure, civil servant, and discipline concepts. The meaning, scope, and functions of administrative procedure, administrative procedure principles, concept of civil servant, basic principles guiding discipline crimes and punishment are the core issues discussed in this chapter.The second chapter analyzes discipline process, by taking into consideration the fundamental administrative procedure principles that are applicable to the introduction, investigation, and completion phases.Key Words:1.Administrative Procedure2.Administrative Procedure Principles3.Civil Servant4.Discipline Investigation5.Discipline Process
