Identification of life cycle performance indicators of public private partnership projects for Turkey and Iraq

Public and private partnership projects have become widely used project delivery system in developing and developed countries for the purpose of promoting large scaled infrastructure projects and other projects. The aim reason of the popularity of this project delivery is increased efficiency in: project delivery, operation and management; availability of additional resources to meet the growing needs of investment, and access to advanced technology. Although due to these advantages, this delivery system attracts a huge number of governments, the performance of this system has been criticized. The study focuses on the evaluation of the performance indicators and identification of the key performance indicators of build operate and transfer projects, which is one of the models of public private partnership, in Turkey and Iraq. In addition, the findings for Turkish and Iraqi construction industry are compared and the differences between these countries are revealed. A questionnaire based on the literature review is prepared. The questionnaire consists of two sections: the first one is general datum about the recevers and the companies. The second part includes the performance criteria for each stage of the BOT project life cycle. The questionnaire was sent to 345 persons in Iraq and Turkey. The results were analysed separately by usıng TOPSIS for the Iraqi and Turkish sides. For the statistical analysis where it showed that the most important keys are " Concessionaire's knowledge of PPP, Cost management, Contract management, Risk allocation, Government's knowledge of PPP, risk sharing and risk transfer and Good relationship between government and concessionaire"
