Social, cultural, economic and political developments in human life have been source of inspiration for broadcasters to produce new programme types. In addition, thanks to the rapidly tecnological development it has been inevitable to describe the programs again and manifest the differences between varieties and sub-varities clearly on behalf of supervising the appropriateness of the radio and television broadcasts to law.The supreme boards that serve as a regulatory authority in the field of television broadcasting, feel the need for having an agreement with broadcasting institutions in a common language by supervising television programs in respect of the suitability to law. This situation has become an obligation over time; andı t has become inevitable to develop common broadcasting standards.In Chapter One of the study, by mentianing the describtion and history of the television, the development of the television broadcasting in Turkey has been handled; in the second Chapter, with reference to the concept of freedom of speech, it has been explained how the freedom of speech is treated in the national manifestos and documents, have been explained. In the third Chapter, by dwelling upon the freedom of program arrangement which the freedom of speech provides the television program broadcaster, the reasons which drive the broadcasters in to the freedom of program arrangement have been discussed. In the fourth Chapter, the studies which EBU and RTÜK have prepared for the classification and coding of television programs, have been evaluated, criticized and alternatively a new classifying and coding guide has been prepared.In this study, the orijinal text of the ?Classification System of he Radio and Television Programs? prepared by EBU has been translated in to Turkish and studied. It is aimed to answer the actual problems by means of the alternative guide prepared in this field to complete the missing aspects of the booklet ?The Program Types in Broadcasts, Coder, Definitions and Classifications? which EBU prepared, being inspired from this study. The study has been prepared as a contribution to the ease of the monitoring and evaluating activities of the regulatory supreme boards and the broadcasters? composition of broadcasting flow plans and identification information of the program.Key Words:1)Classification of programmes2)Coding and sub-coding3)Freedom of program arrangement4)Right to speech5)Sorts of programmes
