Özet (EN)

Fundemental rights and freedoms are the main part of the democratic system. To make a point of human rights is very important about functioning of democracy. The main differences between democracy and authoritarian systems are pluralism and human rights.Pluralism can be realized by to make a point of freedom of expression. Freedom of expression hasn?t to be restricted as soon as possible, for protecting minority and give them a chance for being majority. But freedom of expression isn?t unconditioned like the other freedoms. Sometimes it also has to be restricted in democratic system.Freedom of expression only can be restricted when it is used as abuse of rights. In democratical system freedoms can be restricted in only exceptional cases. By the way freedom of expression hasn?t to be restricted as soon as possible. Restricting can be done according to laws.
