Abstract (EN)

Historical studies of the provincial governments are not particularly worked out in terms of public administration literature. The provincial administrations have been studied in the literature of public administration discipline from the point of view of central state and political capitals. The subject of the study is II. Constitutionalism and its political/administrative consequences which have been largely viewed from the capital rather than provincial administration. In the Kütahya province, which has been an important administrative center in the past, no examination or research has been found in terms of public administration and administrative history. Therefore, in this study the administrative regulations, developments and changes related to the county in the context of a rich political climate emerging in the empire after the II. Constitutional Monarchy will be examined through first hand documents. With the findings obtained, the administrative developments and processes in Kütahya from 1908 to war years will be analyzed, interpreted and evaluated. Keywords: II.
