Özet (EN)

The Most important politic factor was committee of union and progress from constitutional monarchy 2. to world war 1.committee made an efford to develop national commercial fleet at that time. But the national commercial fleet which was developed at that time was a long way off supplying commercial needs.because of this foreign people continued their commercial activities at the Ottoman Empire's coasts. The share of German about maritimate trade increased day by day.İn this study The Ottoman Emripre's maritimate commerce is discussed. Building of harbours, maritimate commerce and this maritimate commerce's impression on seaports are emphasized. At that time being increased in Ottoman Empire's fleets in the context of being followed national economics policy, Making harbour workers' boycotts mark in history. İncreasing the maritimate commercial share of German day by day, being built harbours which are second degree important seaports and revoking of capitulations at the end of this term are seen. But as a result of all these efforts, Not being established any national commercial fleet and passed cabotage are seen.
