Abstract (EN)

Measurement of organizational performance for health care businesses in general and specifically secondary public health care organizations is different from other businesses. This distinction is caused by special properties of health care services. The objective of this study is to determine appropriate multi-dimensional performance indicators for measuring organizational performance of secondary public health care institutions. Fourteen different national and international health care performance measurement frameworks consisting of 1207 performance indicators were analyzed. As a result of this analysis 107 performance indicators grouped into 9 performance dimensions were designated as candidate indicators. Using a modified Delphi technique management teams of 8 secondary public health care institutions in four different provinces were asked to evaluate and score these indicators for their appropriateness for measuring organizational performance of secondary public health care institutions. After two Delphi rounds 40 primary and 30 ancillary performance indicators with a high degree of consensus were determined.
