The relationship between the ruling and opposing in the political life of second Constitutional Monarchy Period 1908-1913

Generally, in our study, we aimed to deal with important political developments which we are defending that it is comprising the longest five year of Otoman Empire and occuring the years between 1908 and 1913 which represents the first phase of Constitutional Monarchy?s pluralist and representative period in the perspective of the ruling and opposing party.After the decleration of Second Constitutional Monarchy, İttihat ve Terakki Cemiyeti which tries to come to power or control the ruling mechanism and the political parties which are established in that period , together with the government , political organisations of religious and ethnic components who have political power and the relationship with each other are evaluated under the political conjuncture of the period. In this political development, elections which are indespensable principle and fact for constitutional democracy important political events , parliamentary discussions , political treatment and reflexes of ruling and opposing party environment are dealt with in the theoretical and classical context.İttihat ve Terakki Cemiyeti takes up an important place and its political activities and attitude are particularly emphasized in our thesis. The terms ?ruling and opposing- are analysed historically and theoretically within the period?s political development , the process of election , political parties and the other opposing groups? political chocies , views and place of action and reflection of this in Meclis-i Mebusan and Meclis-i Ayan are tried to be given in detail.Finally , it is emphasized that democratic and legal opposing party?s liquidation ? at most this opposing parties adopting illegal ways to come to power ? and with the event of multi-party system?s coming to an end entirely left its place to Mono-party Constitutional life.Key Terms: Ruling, opposing, Committee of Union and Progress, Constitutional Monarcy II, cabinets.
